Knead flour and water into a dough, then rest for 20 minutes.
Finely chop the cabbage, carrot, and mushrooms, then mix with soy sauce.
Leave the vegetable filling in a sieve for 5 minutes, so it does not wet the dough.
Roll out the dough, cut rounds, fill, and seal.
Arrange the dumplings in a steamer basket with space between them.
Steam for 12 minutes and serve hot.
