Knead the flour, butter, powdered sugar, and egg yolk into tart dough.
Rest the dough for 10 minutes and press it thinly into small molds.
Bake the tart shells at 175°C for 14 minutes, until lightly browned.
Whisk the milk, granulated sugar, egg, and wheat starch in a pot.
Cook the cream for 7 minutes, until thick, then add the vanilla and cool.
Spread cream on half of the cooled tart shells and cover with the remaining shells.
Melt the dark chocolate, coat the tops of the desserts, and sprinkle with pistachios.
Chill the coated small tarts in the refrigerator for 15 minutes, until the coating sets.
