Chop the shrimp small and finely chop the water chestnuts, ginger and scallions.
Knead beef, shrimp, water chestnuts, ginger, scallions, egg white, starch, soy sauce, sesame oil and white pepper for 3 minutes.
Rest the filling in the refrigerator for 20 minutes.
Place 1 tablespoon filling in the center of each wonton wrapper and gather the sides into an open basket shape.
Set a small carrot cube on top.
Steam the filled wontons in a parchment-lined steamer for 10 to 12 minutes.
Serve hot with ginger soy sauce.
