Chop the onion very finely and squeeze out its juice. Crush the garlic, chop the parsley, and dice half the kapya peppers, leaving the other half for garnish.
In a wide bowl, knead the ground beef, squeezed onion, garlic, chopped pepper, parsley, isot pepper, black pepper, cumin, and salt for 5 minutes so the mixture holds like dough.
Spread the mixture evenly in an oiled tray to a thickness of 1 cm. Score it with a knife into 8 triangular slices.
