Soak the fine bulgur with 1 cup of hot water and let it swell for 10 minutes.
Add the minced beef, egg, flour, half the salt, black pepper, and cumin to the bulgur and knead for 8 minutes.
Roll the mixture into meatballs slightly larger than hazelnuts and arrange them on a tray.
Melt half the butter in a pot and cook the tomato paste for 3 minutes.
Add the water, chickpeas, and remaining salt, then boil the sauce for 10 minutes.
Drop the meatballs into the sauce and cook for 18 minutes total, without stirring for the first 4 minutes so they do not fall apart.
Whisk the yogurt with the crushed garlic, then heat the dried mint in the remaining butter for 1 minute.
Plate the meatballs with yogurt and mint butter, then drizzle over a little of the tirit broth.
