Place the beef eye of round, carrot, yellow onion, bay leaf, half of the salt, and black pepper in a pot.
Add enough water to cover and cook the meat for 45 minutes, until tender.
Remove the meat from the water and let it cool at room temperature for 20 minutes.
Blend the tuna, mayonnaise, anchovies, capers, lemon juice, and remaining salt into a smooth sauce.
Chill the beef in the refrigerator for 120 minutes.
Slice the meat thinly and spread the sauce over the slices.
Serve Vitel Tone cold with capers.
