Wash the rice and soak it in water for 20 minutes.
Bloom the saffron in 2 tablespoons of hot water.
Boil the rice in plenty of water for 7 minutes, leaving it firm.
Fragrance the cardamom in butter for 1 minute.
Add the rice, sugar, saffron, raisins, and orange zest.
Cover and steam over low heat for 15 minutes.
Serve hot or warm with almonds and pistachios.
