Soften the cassava strips in warm water for 10 minutes, then drain.
Warm the palm oil in a small pan without boiling it.
Mix the dried shrimp, salt, lemon juice, and hot pepper with the oil.
Toss the cassava strips with the sauce in a large bowl.
Slice the red onion and scallions finely, then add them.
Rest the salad for 8 minutes so it absorbs the sauce.
Finish with parsley and serve at room temperature.
