Soak the dried broad beans in water overnight, peel them, and chop them coarsely.
If the vine leaves are brined, soak them in hot water for 10 minutes and drain.
Finely chop the onions and mix them with the broad beans, cracked wheat, bulgur, ground lamb, tomato paste, oil, red pepper flakes, black pepper, and salt.
Place the bone-in lamb on the bottom of the pot.
Fill the vine leaves, wrap them into bundles, and arrange them tightly over the meat.
Add the water and cook the dolma over low heat for 70 minutes.
Rest the dolma for 10 minutes so the cracked wheat absorbs the excess liquid.
Serve hot with yogurt and onion fried in butter.
