Boil the diced beef and chicken thighs for 60 minutes and reserve the chicken stock.
Cut the meats small and remove the chicken from the bones.
Saute the onions, red peppers, and garlic in half the annatto oil for 8 minutes.
Add the beef, chicken, capers, green olives, raisins, cumin, and salt to the vegetables and cook like a guiso for 20 minutes.
Make a soft dough with the cornmeal, chicken stock, and remaining annatto oil.
Spread dough on banana leaves, place guiso in the center, and wrap into packets.
Tie the hallacas with kitchen string.
Boil the packets in water for 70 minutes.
💡 Tip: Cool the guiso completely before adding it to the dough so the packets are less likely to open while boiling.
🍽️ Serving suggestion: Open the banana leaf and serve hot with lemony cabbage salad and hot sauce.
