Soften the vegetables in the same pot for 8 minutes.
Add the tomato paste, tomato puree, grape vinegar, cumin, and bay leaves.
Add the beef stock and oxtail to the pot.
Cook the stew over low heat for 2 hours, until the meat pulls away from the bone.
Uncover and thicken the sauce for 15 minutes, then remove the bay leaves and serve.
