Cook the beef with the beef broth and half of the salt for 35 minutes, until tender.
Remove the meat, shred it into fibers, and reserve the broth.
Saute the onion, garlic, tomatoes, and peppers for 8 minutes.
Whisk the cornmeal smooth with some of the cold beef broth.
Put the meat, vegetable mixture, remaining broth, orange juice, lime juice, and cumin in the pot.
Add the cornmeal mixture and cook for 15 minutes, stirring, until thick.
Scatter fresh mint over the top and serve hot.
💡 Tip: Loosen the cornmeal with cold beef broth; adding it dry to the hot pot will make lumps.
