Boil and mash half of the potatoes, then finely grate and squeeze the other half.
Mix the flour, baking soda, salt, and black pepper.
Add the mashed and grated potatoes, buttermilk, and egg to the dry mix to make a runny batter.
Finely chop the scallions and put the yogurt in a bowl.
Heat the butter and oil, then add small ladles of batter.
Cook the first side for 3 minutes and the second side for 2 minutes, until browned.
Cook the remaining batter and serve hot with scallions and yogurt.
