Toss the diced lamb with half the salt and black pepper.
Dice the onion, cut the cabbage into wide strips, and rinse the bulgur.
Heat the butter and vegetable oil in a pot and sear the meat for 9 minutes.
Add the onion and soften for 6 minutes, then toast the pastes and red pepper flakes for 2 minutes.
Add the hot water and cook the meat over low heat for 35 minutes.
Add the bulgur and cabbage to the pot and cook for 22 minutes until the cabbage softens.
Serve kelem asi hot with strained yogurt.
