Put the fine bulgur on a tray and rub it for 5 minutes with grated onion, half of the salt, half of the dried mint, and red pepper flakes.
Add the lean minced beef and flour, drizzling in hot water little by little, and knead for 12 minutes into a sticky outer mixture.
Chop the lamb inner fat very finely and knead it with walnuts, black pepper, cinnamon, remaining dried mint, and remaining salt.
Pinch off small pieces of the filling and shape them like almonds.
Take walnut-sized pieces of the outer mixture, hollow them, and seal the fatty filling inside.
Cook the koftes on a lightly oiled grill or cast-iron pan for 18 minutes, turning them.
Once browned, rest the koftes for 4 minutes and serve while the filling is still hot.
💡 Tip: If you cannot find lamb inner fat, ask the butcher for lamb caul fat; butter does not give the same mouthfeel and changes the identity of the kofte.
🍽️ Serving suggestion: Serve Kubbulmusviyye while the grill aroma is still warm, with sumac onions, parsley, and ayran if desired.
