Melt the palm sugar with half the water and half the salt in a pan for 4 minutes.
Add the grated coconut and cook for 6 minutes, until it becomes a moist filling.
Whisk the flour, coconut milk, egg, pandan extract, remaining water, and remaining salt.
Lightly oil the pan and cook thin pancakes from the batter.
Cook both sides of each pancake for 2 minutes total, continuing until all the batter is used.
Place coconut filling inside each pancake, fold in the sides, and roll.
Rest the rolls for 10 minutes and serve.
