For the dough, knead the flour, 1 tablespoon oil, half a teaspoon salt, and warm water into a smooth, soft dough; cover and rest for 20 minutes.
For the filling, knead the beef, very finely chopped and squeezed onion, parsley, pepper paste, isot, black pepper, cumin, and salt in a large bowl for 3 minutes.
Divide the dough into 8 walnut-sized balls and roll each into a thin 12 to 14 cm round.
Spread a thin layer of filling over half of each round, leaving 1 cm at the edge; fold over and press the edges into a half-moon.
Heat a griddle or wide pan over low-medium heat; cook the sembusek on the dry surface for 3 to 4 minutes per side, or bake at 200°C for 18 to 20 minutes.
Transfer the cooked sembusek to a plate, sprinkle with fresh parsley, and serve hot.
💡 Tip: The filling is sealed in raw; as it cooks on the griddle or in the oven, the beef releases its own juices. Squeeze the onion first so the dough stays dry. Isot carries the Mardin aroma and should not be skipped.
