Cook the rice in salted water for 16 minutes and let it rest.
Slice the potatoes and fry both sides in a little oil for 12 minutes.
Pound the beef thin and season with salt and black pepper.
Coat the meat in flour, 1 beaten egg, and breadcrumbs, then press it wide.
Cook the breaded meat in hot oil for 8 minutes, until both sides brown.
Cook the remaining eggs in a pan.
Prepare a fresh salad with the tomatoes, onion, parsley, and vinegar.
Serve by layering the rice, potatoes, meat, eggs, and salad on the plate.
