Rinse the rice and boil it in a separate pot.
Cook the onion, garlic, and tomato puree in palm oil for 8 minutes.
Add the chopped okra, salt, and 2 cups of water.
Cook for 20 minutes, until the okra thickens.
Add the fish and shrimp and cook for 10 to 12 more minutes.
Serve hot with rice.
