Put the beef in a pot and cook it with the water and salt for 35 minutes, until tender.
Trim and finely chop the okra, then grate the tomatoes.
In a separate pot, soften the onion and garlic in palm oil for 4 minutes.
Add the tomatoes and hot pepper and cook for 8 minutes.
Add the boiled beef to the pot together with its broth.
Add the okra and spinach and cook for 15 minutes, until thickened.
Finish with black pepper and serve hot.
