Rinse the vine leaves to remove excess salt, then trim away the thick stems.
Finely chop the onion and parsley, then knead them with the ground beef, bulgur, rice, half of the pastes, salt, black pepper, and red pepper flakes.
Place each leaf shiny side down, add a thin portion of filling, and roll it tightly.
Line the bottom of the pot with a few leaves, then arrange the dolmas seam side down.
Fry the remaining paste in butter for 3 minutes, add the hot water, and pour the sauce over the dolmas.
Cover the dolmas with a plate and cook over low heat for 52 minutes, until the bulgur softens.
Rest the pot for 8 minutes, then spoon some of the sauce over the dolmas and serve.
💡 Tip: If the vine leaves are very salty, soak them in warm water for 10 minutes; too much salt will overpower the filling.
