Soak the sumac with 2 cups of the hot water in a bowl for 20 minutes, then strain and reserve the sumac water.
Soften the cabbage leaves in boiling water for 5 minutes and thin the thick veins.
Mix the ground beef, broken rice, chopped onions, tomato paste, parsley, dried mint, half of the salt, and black pepper.
Roll the cabbage leaves tightly with the filling and arrange them in a pot.
Add the sumac water, remaining hot water, butter, and remaining salt to the pot.
Cook the dolmas over low heat for 48 minutes, until the rice softens.
