Soak the fine bulgur with 1 cup of hot water for 10 minutes.
Add ground beef, egg, flour, half of the salt, and black pepper to the bulgur and knead for 8 minutes.
Roll pieces slightly larger than hazelnuts from the mixture.
Dice the onion small and soften in butter for 5 minutes.
Add the pastes and fry for 2 minutes.
Add the hot water, remaining salt, and lemon juice, then bring to a boil.
Drop the koftes into the pot and cook for 18 minutes without letting them fall apart.
Add the dried mint and rest for 5 minutes.
